Bukowno Struggles with Population Outflow - New Municipal Apartments Planned on Szkolna Street

Like most towns in Ma?opolska, Bukowno is grappling with population decline. In just 20 years, the town's number of residents has dropped by over ten percent. In response, the city authorities have introduced two new programs, which have been in place since the beginning of this year, and are now planning to construct a new apartment building.

Bukowno Facing Resident Outflow

Bukowno ranks among the most depopulated towns in Ma?opolska. According to data from the Central Statistical Office, 1,403 people left the town between 2004 and 2024 alone, representing a population decline of approximately 13 percent.

The city authorities are not ignoring these statistics. At the start of this year, two new programs were launched in Bukowno. The first, "Live in Bukowno," offers an eight-year property tax exemption for those who build a house in the city, and a five-year tax exemption for those who buy an existing home on the resale market.

The second program – "Maluchu w Bukownie" (Toddler in Bukowno) – provides one-off in-kind support to parents from Bukowno.

New Apartments Planned

However, these measures are not the end of the city's efforts. The mayor recently announced that a new building with municipal apartments is planned for construction on Szkolna Street.

"Plot number 1081 has been designated in the local development plan for multi-family housing. It has direct access to a public road and all necessary utilities. Most importantly, it is located almost entirely within a development suitability area of 'A' in the context of geotechnical analyses – unlike the surrounding 'B' category areas, which have average geotechnical or mining conditions requiring special safeguards," emphasizes Marcin Cockiewicz, Mayor of Bukowno.

The project is currently in the planning stage. The plot is owned by the Buczyna Housing Cooperative, meaning that before design and construction work can begin, the municipality would need to acquire the property.

"Talks on this matter with the Cooperative's Management Board have been ongoing for some time, but the final decision regarding consent to the sale of the plot to the municipality must be made by the General Meeting of the Cooperative Members," the mayor adds.

In addition to the apartment building itself, the site would also include an underground parking garage and parking spaces adapted to serve as a hiding place. The entire structure would be surrounded by trees and vegetation.
